The Song of the Seafarer
O white gulls thy calls send longing of wide waters
As cool reminder
Reminder to old friend.
O roaring waves thy voices invite me
To board white ship
Ship to long wresting.
O where am I bound
The sea shall decide rightly
To Aman I’m called
By which rout
‘Tis yet unknown to me.
I am but mortal
a man of the shore
returned to flight from war.
No elf of the havens
Yet still I tarry
On roving oceans’ waters.

Is this about Tuor himself or about an unnamed sailor?
Sea longing is so important in Tolkien's work that it seems right there should be more poetry about it.

To be honest the lay was first used for my Annals of the Quenta-Atanni which are my lays of the Fourth Age. But later it was revised and shortened to the form you find it in here so that it applies to Tuor. Yet I like to recall its first origens and while it is tied to the sea I find that you are right in that it is mostly conserned with the Sea-Longing itself as a whole.
