Oh, I think I love every little bit about this drabble. The concept of 'twin cities' being really connected, in a way, like quantum particles, and Maglor finding some temporary comfort in the town. Your play with words. "where old shadows linger at noon" generated such an intense feeling of saudade in me, while "The past is very present here and, where time seems so fluid"... I feel this too, only, the current is so strong and, like River, flows in one direction, at its ordained pace.

"The river flows only in one direction, for us, but even so the imagination can sometimes seem to take us back against the current."

Yes! I like this... our minds can so easily transcend the current.

ETA: Sometimes too much importance is given to the material world and not enough credence to the potentially powerful effects of the imagination.
